This is similar to gaim's buddy pounce, offline messaging, and it's been a plugin request! =P
Just take a look at my attachment, it's pretty self explanatory.
Able to do this option faster.

1. Right click on a Buddy -> Set Alerts...
2. Notify me when contact... comes online
3. Notify me by: other...
4. [Click] More Options
---- Look at Attached Image ----
5. [Click] Add & Close
Enjoy!
Note: you must change the from "default" to your screenname.
Caution: At it's current state it's going to keep on sending EVERYTIME your buddy logs on, so remember to disable it, remove it (right click sn and "remove alert"), or whatever! ;)

I wonder if there is a way to make this only work when you are not away or idle.

It does work when I'm not away. =P I wish there was an expiration thing, ot send only once... otherwise at it's current state it's gonna keep on sending everytime your buddy logs on, so remember to turn it off.

that's really cool....now it shouldn't be hard at all to make a plugin for it....ya know...auto intercept IM's going to offline contacts that don't have offline message capabilities...and store them in a db till the next time someone comes online....that's definately gonna be a plugin I use

In the 'Other' Section it appears that the contacts you are basing the action upon are pulled from the 'My Contacts' section only.
I have been using multiple contact lists and had the 'My Contacts' list empty. I followed the instructions but from step 4 I was unable to continue as in the contact alerts section the contact was blank. As was the drop down list.
On populating the 'My Contacts' contact list with a few users they and only they appeared to base the alert on.
Am I missing something or is this a bug?

It's likely a bug, but maybe someone will deveolope a plugin that would send the message only once when the user signs on and overcome your bug as well.

THe buddy Pounce Plugin does this now. It works pretty well too. It just lacks right click support...
